HELP! Modpack Loads Vanilla Minecraft Instead of Mods

So it's been a few years since I set up a modpack and I have completely forgotten how to do it. I'm not super sure what I'm doing wrong so any help would be greatly appreciated. Thank you!

Modpack incorrectly zipped, zip bin/config/mods folders directly into one zip, not the folder they're in.

Thank you so much! I tried that and it's unfortunately still not loading the mods in. Could it possibly be a problem with forge? Originally when I extracted the file it didn't give me a -universal.jar but idk if that's needed. You extracted Forge before renaming it to modpack.jar. You rename the installer itself.

Thank you so much! It loads now! Unfortunately I seem to have hit another roadblock. I keep getting "Missing license information in file mod file" when I run the pack. Do you know how to get around this? I attached my crash report to be of some more help.

Not that weird, as the ExtCaves you included is for 1.14.4. Get the version for 1.16.5 https://www.curseforge.com/minecraft/mc-mods/extended-caves/files/3085297
