.jar not Downloading

So i am making my own Technic Launcher Modpack, called "Natural Enemy" and the Problem  that i have is that i have followed the technic Launcher Tutorial and put my modpack.jar Data into the bin Folder, as seen here: https://www.dropbox.com/s/w8aj8fiw73m8nwu/Test.zip?dl=0 (the modpack link)

But after i download the Modpack in the technic launcher i dont get the modpack.jar data the bin Datafolder and even the Test mod JEI is has not been downloaded:

Make sure to zip the bin/config/mods folder directly, not the folder those are in. If you zip the folder, you get the issue you describe (and that's why there's a Test folder in your second link).

Sadly i got the Issue even thought i put all 3 of these folders into the same zip Folder. I dont know what is happening but everywhere are folders which shouldnt exist. I just realised that now
