I do not know what you mean ,dev builds. But is on a FTB Tutorial by Enigmius1.

Go play Tekkit Lite. It's in there. Don't worry about the dev builds.

Maybe when you're feeling curious later on, you'll have a poke-around in the launcher and you'll find them, but for now you'll do just fine simply playing the game.
