Thaumcraft Question

Why the heck can't I find any electric wisps? I wanna make the Seven Leagues boots, but I can't find a 2nd electrified wisp! What are the spawn conditions for them? I checked the original thread, and it was rather vague. I know that it listed the other places where the other wisps can spawn, but where is anywhere else? Anyone care to help?

EDIT: Also, do the Boots of Striding, etc., wear and tear as you get damaged/walk around?

usualy i cant find any too so i just toss them in a thaumic duplicator and thats it .hope this helped

I never find any wisps on my tekkit server because thaumcraft is not a part of tekkit. it's part of technic.
