That's not possible, how can you be on a computer, yet not be? Anyways..

If you want a very cheap always on server, I'd recommend Villayer only because they're cheap. Decent quality too.

I'm behind a router borrowed from my ISP. They disabled port forwarding completely, and set the anti-DDos so tightly that even if I wanted to port forward, it would detect 2 connections not initiated by me within 10 seconds, and it would block those connections completely.

So yes, it IS possible to not be able to forward your ports.
