Fuel not coming out of the refinery

I'm trying to figure this out, I'm sure I'm probably doing something wrong. However the fuel is sitting in the refinery.

This is how I have it.

I'm feeding the refinery via LV IC2 Producer via a batbox and have been manually inputting oil via buckets.

Now I've hooked up gold water pipes, wooden water pipes, cobblestone waterpipes in numerous combinations to make sure it wasn't glitching out, however whatever I attach with the end attached to a tank... I'm not getting any fuel in the tank and can't manually remove the fuel from the refinery via buckets so any advice or questions on what i'm doing?

The refinery is BC not IC2
