any way to change the min and max spawn heights of IC2 OVERWORLD ores?

since the update i cant find anything in the lower levels except vanilla blocks and nikolite (redstone, lapis, iron, gold and diamonds =D) but if i go in between say level 20 and level 47 thats where i find all the other ores, occasionally i find tungsten in the lower levels but thats about it

before the update i could get everything from strip mining the bottom layer, was this an intended code update or is there a way to change it that i cant find in the config files? or maybe im looking in the wrong ones but theres nothing about spawn heights in either IC2.cfg or redpower.cfg

or maybe i just need to poke around the code for a bit...

It's in config/cofh/thermalexpansion.cfg. I think redpower & IC2 generation is disabled.
