fml_libs15.zip Fails to Download?

I've recently attempted to dowload Tekkit 1.1.5 and have stumbled into a problem. When I launch to download Tekkit, it fails to download fml_lib15.zip or something and then stops the downloading process. If I need to manually download the zip file, should I put the entire thing somewhere? If so, where will I place it? And if I need to put the contents of the file in another, where should I put that? Here is what the console reads when I try to launch TekkitL:
