Freinds Have No Self Control

I've just set up a Tekkit server and also found out that none of my freinds can stop using NEI, i tried to solve this with the config folders but when i change the use of items to none in the config file, they still appear in-game, when i turned it off all-together in the mod-loader config file you cannot connect to the server due to an internal server error, this is really irritating as i cannot run the server if there is no fun in playing on it.

Any help with this situation would be very appreciated,

Remove access to /item & /give, and that should be it.

If you /deop everyone then TMI shouldn't work for them, they also will not be able to build/mine close to the spawn point

Remove OP, move spawn to somewhere they won't build (or turn off spawn protection and leave it).
