with programable rednet controler using redstone lamps or glowstone iluminator?

I want cool landing pad on my moonbase.

Maybe sawtooth wave and scaler (0-3 orange 4-7 red 7-11 green 11-15 blue i i want four lights)

Scaler does not work. How i make "if signal strengh is 1, the send signal to orange, if 2 then to red,...."?

Sawtoohth DeMux is solution, but sawtooth wave is too fast, how i make it slower?

I use three square waves (20, 10, 5 ticks), their inversion and eight 3-and gates.

As for your question, I'd rather use a computer from computercraft - much easier to program algorithms such as this.
