Won't start and when it does there are no modpacks

Operating System: Windows 7

Java Version: Latest (No clue what it is just updated)

Description of Problem:

My technic launcher won't open and when it does there are none of the default modpacks. (Voltz, tekkit, tekkit lte etc). It wouldn't let me play anything so I went into my app data folder and deleted the .technic folder which is what caused all of this. How do I fix it? And for one how do I even get it to open? Please help. This has gotten me so frustrated

Right Click Run as Admin usually resolves the no packs issue, check your firewall as well

Go in you control panel and if you have norton security system it takes over your fire wall and won't let you acces it and go to control panel security and something else and firewall should be in there
