Default players can use NEI HELP! (Got PEX)

There is a problem i have on my server. Default people with no permissions at all can use the NEI feature in Tekkit. I have set up a PEX and got screenshot for proof:

been awhile since I messed with my server, but I don't believe NEI gives a shit about permissions mods. There should be a config file specifically for NEI where you can set NEI permissions, for example I set mine so only OPs have the ability to enter cheat mode.

Not sure how accurate all this is, just something you might mess with.

Already tried to set everything there to NONE, so none can use it.. Nothing works :/
