Railcraft and normal rails missing from Tekkit server and/or can't be crafted

Operating System: Windows 7 64 bit

Version of Java: 7 (Even though we both have installed Java 7, java.com only verifies that we have version 6 update 31)

Description of Problem:

On the server my boyfriend runs we have just experienced that Railcraft is missing. Then we tried to craft normal rails following the recipe from the vanilla game and couldn't do it. I checked your website for the list of mods included in tekkit and Railcraft was on that list. My boyfriend's computer specs filled out in the same format from your Report Format thread is included below.

You need the railcraft specific crafting table to produce much of the items.

The Rolling Machine, I think it is, is needed to craft part of it, then the rest is assembled in a normal crafting table or something. If that seems rather roundabout, there's an option in the railcraft config to use the vanilla recipes.
