AotBT Chunk Loaders...Possible?

Without chunk loaders or admin anchors I am unaware of a way to load a chunk, say, in the nether while I'm in the over world. I would like to know of any blocks or functions to load a chunk in another world. Please help me, much appreciated.

I don't know if this will work in a separate dimension, but if you place two hoppers facing each other on a chunk boundary, they will keep each chunk loaded.  Worth a shot to try.

Witchery's poppet shelves also keep chunks loaded, that might be easier to do.

 

Of course, the server admin can set a maximum number of chunks that can be loaded for each active player, so it might make no difference.
