New problems on my server :( please help

My problem is that some new users use a hack to get items as if they were admins.

Someone could tell me how to prevent new users from using the hack to get items?

 

I'll tell my server has the following plugins: PermissionsEx, NocheatPlus, TekkitRestrick, TekkitCustomizer.

 

And yet they still do. Please help me :$

The good old creative hack. Go to your mods folder created in /mods in the server and deleted the NEI.zip.(Something along the lines of Not Enough Items). This will resolve the issue for you.
