Increase Permgen SIze?

I made a custom modpack for my friends and I. One of my friends however, (Not mentioning any names) can't run the pack successfully because he needs more permgen space. I read somewhere that setting the RAM equal or above 2 GB increases the permgen size. There *might* be a slight chance he's using a 32 bit OS and can't take advantage of more memory. On the older launcher there was an "Increase permgen size" option but it got removed. WHY HAS IT GOTTEN REMOVED? I need some way to force that modpack to be run with 256m of permgen space or just force the launcher to run with more permgen. Even better, enable me to use JVM arguments so I can set the permgen space manually.
