Is there a way to track who is spawning entities

I am running into a situation where someone is causing grief by spawning wither bosses and leaving them in people's houses.  Is there a mod or a plugin that will let me track this activities?

Worldguard has a logging option, you'd have to log when people placed down soul-sand or wither skulls, though (the server is what actually spawns the wither, not the player).

 

You'd set the itemid for wither skulls to be logged, then look for where they are placed 3 next to one another.

Worldguard would have to be the best option on this for logging. There's some other loggers out there that would work as well, but I'd highly recommend Worldguard first.
