Your best bet is to use a combination of TekkitCustomizer/BanItem and something like ModifyWorld to restrict what players may own/use/place. These are Bukkit plugins and would require you to be using MCPC+(<=1.5.2)/Cauldron(>=1.6.4). Quote

Discord Moderator plowmanplow Posted August 4, 2014 Discord Moderator Posted August 4, 2014 The big challenging with banning crafting is a combination of two things: Using anything but vanilla crafting tables or personal crafting spaces makes it very difficult for a Bukkit plugin to prevent crafting, especially when using automated methods like TE, AE and LP. Blocking a recipe completely requires something to get in the way of a tremendous amount of API code by the mod in question which is trying to hook into Forge dictionary registries. Futzing around with that is a recipe (pun intended) for disaster. Quote
