It says tekkit 3.0.4 really big on the technicpack.net website but it is still a development build on the launcher. Is tekkit 3 finished completely yet or is it still in dev?

It is still a bit buggy in certain areas but is fully playable in its current state. It appears they are waiting for it prove to be stable enough before bumping it a recommended build. But for now it is as the poster above mentioned a open beta.
