Yes you could. You can let the pipe where excess goes into loop back to the pipe they're coming from and use an iron pipe to only let them go towards the recyclers. Don't use this method for tons of materials such 200 stacks of cobble. It can cause lag. Unless you have some seriously upgraded recyclers.

All I can say that Tekkit won't be updated in time. It all depends on what the modders do and what the Technic Team does.

Do you have a pipe called (Advanced) insertion pipe? Hook one of those up to the top of the recycler and any excess materials that should get recycled but can't enter the recycler can continue down a following pipe into a chest or something.
