You can set permissions what can/can't people do and quarry doesn't conflict with it as long as frame is not in residence (but you can protect quarry placing everything but frame part in residence) you can set cost per block, let's say I want to rent 10x10 square place and it costs (you can change ammount) 0,02$ per block. You may also change tool to select residence points and you can set limits of residence area and so on, it is very flexable plugin.
