Aye, thats an Iorn gate with some pipe wire on what looks like a structure pipe, from buildcraft 3.

Not in tekkit/technic as far as i am aware.

Well, the new build craft does not appear to work with multiplayer servers.

Is there any way currently, that I can build a device which uses power in my accumulator, only when scrap is present?

I think this is the only way to do it, as I haven't seen any other methods for this.

Regulator attached directly to the bottom, with X scrap in the right hand side, thus causing it to give a redstone signal while X or more scrap is present is the best I can think of.
