Please change the ?dl=0 to ?dl=1 Also, the modpack API url is the one used to download your pack on the launcher. The only files in the modpack should be the bin/config/Flan and mods folder, and your bin folder should only contain the "modpack" jarfile. Two, your modpack is for 1.7.10, yet you chose Minecraft 1.9.4 on the launcher, meaning it will use minecraft 1.9.4 when trying to launch. This, ofcourse, will not work.
