That's an REP. It's not dangerous, but disables wireless redstone nearby. I'm pretty sure it can't be used by anything but a player, so someone's chucking them at you.

Actually, it does deal damage to the player. And I think deployers an use them. It could also be coming from a Wireless Jammer.
