That says Windows 7 in the operating system.

You just solved your problem for yourself! I wish more people would manage this.

Have you tried it with a Technic texture pack to see if you can edit those textures in it? I haven't heard of one specifically for Technic, and there probably isn't one. If this doesn't work, just look for a Mod Compatible TP editor on the Minecraft forums.

i can not find one can some body make one for me, and don"t tell me to do it myself because i am only 13. if you can just edit the one i posted so it is compatible with the technic launcher.

Just download them and edit any that you don't like with paint.NET until you're happy.
