Change the download link, at the end, from "?dl=0" to "?dl=1" to fix this particular issue.

I did this and it successfully downloaded but now every time I hit Play it opens up the loading screen for minecraft and then crashes. I tried changing the .rar to a .zip (the modpack folder) and this didnt work either. I left the modpack folder on the .zip folder.

It downloaded fine for me as well. Just a note, the launcher only accepts .zip folders, .rar's are not accepted.

Now... Atleast try to get everything from official sources:

Also, you need to set the modpack version on 1.7.10, not on 1.7.9. Just look farther on the list, its there, just not where you'd expect it to be.
