Voltz gives you a play style focused on specific themes (universal power system, more destruction/warfare), while Tekkit Lite is more varied, with a variety of mods that fulfill a variety of gameplay niches. ^just based on personal opinion Quote

It's also a way to make sure that you can't play it in multiplayer. which is the most likely reason the OP asked which pack was more fun, rather than how to add mods to one pack or the other. Quote
