Causing network disconnect when launching

Antivirus Program: Microsoft Security Essentials

Description of Problem:

When ever I am downloading an update/new pack my internet will always disconnect when it gets to "Installing Minecraft". Also, whenever I launch an installed pack, it disconnects me from my network when I get to "Validating Minecraft". I have re-installed Java and unistalled/reinstalled/disabled AV and Firewall and cleared .technic and downloading new exe/jar.

UPDATE: Due to other reasons, I did a format/reinstall of my computers HDD. So I did the ultimate thing I could do and the problem persists. FTB is beginning to look like my new modpack (please help as I do not want that to be the case).

Open windows command prompt, and paste this code:

setx _JAVA_OPTIONS -Djava.net.preferIPv4Stack=true

I tried this and it says "'setx' is not recognized as an internal or external command, operable program or batch file."

Oh jeez, Uh... I'll have to see if I can remember the command lines for Java on XP... Any other tech heads here know them, per chance?

I did install the patch for setx, but there was no line saying it worked, like on my win7 netbook.
