Fission reactor not working?

I let it sit for a while, but the turbines don't turn. What's up?

I've never played with fission reactors, only fusion, but unless I miss my mark the turbine needs to be in direct contact with the water unless you are using steam collectors.

Your turbine is 1 block too high.  there should be no air between the turbine and the heated water.  otherwise that setup should work fine as long as the heat doesn't get too high.
