Making Oil into Diamonds

Hello everyone
I am woundering how i can use tanked oil to make diamonds (Or Dm/Rm)
Not very experienced player in tekkit classic, so a good explanation would be great
 

I got about 300 tanks filled with oil, and i also got about 100 tanks with fuel.
