A lag problem that just won't go away.

Description of Problem:

ok, so here's the problem i'm experiencing. I run the server and for the first 8-12 hours its ok, then the server starts spouting Warning can't keep up messages and a lag starts occurring that gets worse and worse as time goes on. It should be noted i am running a 1.5gb server which can serve up to 30 people, i am currently only serving about 5 at peak times as we have yet to complete development of the server. this lag still occurs with 0 players online. i have tried leaving it for a few hours to see if it phases out and nothing changed.

i'm suspecting a memory leak of some description here. here is a list of the mods i'm running:

worldborder, plugman, minequery, worldedit, entitysuppressor, autosave, buycraft, commandbook, vanishnopacket, nospeedkick, condenserpipefix, vault, permissionsex, logblock, questioner, worldguard, quicksign, iconomy, realmotd, bkcommonlib, openinv, chestshop, modifyworld, herochat, securechest, mcmmo (as modded on tekkit forums), nolaggchunks, deathtpplus, nolagg, factions

i have attached a nolagg examine report to the post, this was taken during a lag period:

things i've tried:

i've removed several plugins, noticed a trend in the examine reports that plugin lag spikes where due to chunk unloading events, so i looked at chunk loaders, disabled them, no change, so i 1/2'ed buildcraft's update rate also no change.

Error Messages:

2012-05-12 04:15:54 [WARNING] Can't keep up! Did the system time change, or is the server overloaded?

We had this kind of problems too. The only solution was for us to remove Java memory limits and deny/disable chunk loading blocks. After we removed the Wireless redstone mod the lag was gone Completly.
