Use World Anchors (from RailCraft). They load the chunk they are in and 4 chunks right next to it.

It may be that the middle part of your quarry is an unloaded chunk(s). How big is your quarry?

I am not exactly sure why Balkons was removed, but you should be careful when installing mods that aren't originally in the pack. If it was removed, there is a good reason for it.
