I just tested it on my server right now. I am able to use redstone, coal, a-coal as fuel for my swift's rendering gale. Try looking in the configs for EE2 for some clue.

Try placing an energy link beside the quarry and using glass fibre cable to connect from the mfe/mfsu to the energy link. I think I see the problem. You are linking the gold conductive to the quarry directly. IIRC you need to have a wodden conductive to link the quarry and the gold conductive.

Nothing is wrong with the server. Its just the distance is too far for chunks to be loaded. What you can do is use a chunk loader/world anchor. They keep the chunks loaded wherever it is placed.
