Not a bug. Latest Tekkit is at version 1.2.5. It's likely that MAtmos is what's giving you the out of date messages.

The NEI interface can be turned off (and back on again if you wish) by pressing the O key. Personally I'd recommend having it set to recipe mode, which will make it so that when you left-click on an item in the list it shows all the recipes to make that item, and when you right-click it shows all the recipes that item is used in.
