Sounds like you have your server on version 3.1.3, but your launcher on 3.1.2. Either update your client to 3.1.3 or download the 3.1.2 server software and see if that fixes it.

Optifine has an option to set time to only night (or only day), though I believe that only works in creative mode.

3.1.3 is the Tekkit version number. Tekkit 3.1.3 still runs on Minecraft 1.2.5.

Probably an optifine problem. Try uninstalling it (or installing a different variation of it) and see if it helps.

It may just be me but you seem to have completely ignored the other presented reasons for not updating it.

I have a feeling there will be uses for cobblestone and whatnot in EE3, but I digress. You can put the cobblestone and dirt and such in a recycler and make scrap to increase production rate of UU matter or make it into scrap boxes and further increase production rate of UU matter or throw them on the ground and get a random item.

TerraFirmaCraft is a mod and is not a form of cheating. In fact, it is quite the opposite.

If you have EE enabled they should be transmutable, so you could stick a diamond chest in a condenser slot and throw all your crystal chests into that.

Items going through a pneumatic system will always go to the closest inventory, so to make it last just make sure it's the farthest inventory from the chest/machine/etc they come from. Restriction tubes can help with this, as they are counted as 100 tubes.

All IndustrialCraft machines need to be powered with EU. EU is produced in generators, of which there are six types: Basic generators, geothermal generators, solar panels (and LV, MV, and HV solar arrays with Compact Solars), water mills, wind mills, and nuclear reactors.

The wolfram = tungsten thing is correct (the armor is supposed to be tungsten-plated), but the second reason was because the skull-mask is supposed to be a combination of the skulls of a wolf and a ram. As for any inspiration, it was just an idea I had. The only inspiration I can think of off the top of my head is Sword Art Online (an anime), which was recommended to me a few days ago, though I don't recall anyone wielding a halberd in it (as the name implies, they pretty much entirely use swords).
