Well normal spawners can only spawn in a 9x9 area, but since it was spawned in using NEI, I don't the parameters of those spawners.

Pigmen have very weird spawn conditions, you need to make the area around the railway at least 20 blocks thick, this should help tremendously. This is why Videoboy's method works, everything around him is solid.

yes, a "Nuke Tax" would be interesting, You should still limit the amount of nukes allowed though.....the lag caused by them could crash the server

No nukes in TNT cannons, that would be a one-shot for the other team
