After translating what you've just said (dude, use punctuation) I know a good reason for that. The quarry requires lots of more power to let it run. But the pump however does not. So you're getting an energy buildup in the pump engines. Just use redstone engines or the aqueous accumulator instead.

The automated watermill is what you can call infinite and it has the bonus that it can be underground. Now if you are going to use this, don't use the RP tubing to move waterbuckets around but use Factorization Routers instead. They are faster and you can have bigger arrays of water mills. This also doesn't cost any blutricity. Other than that, Steve's Carts treefarm. Takes up a lot more space and machines to burn the wood and burn the charcoal.

Maybe you could better show screenshots of the whole thing? As far as I know, the problem might be the max capacity of the cables to transfer energy. Try either more cables at once (seperated) or try to move the battery boxes closer to the panels.
