My technic launcher will not open modpacks

I recent got a new pc and on my old one (which was Windows 7) was able to play Modpacks on this computer which is way better than the old one I am not able to play modpacks I will install the Modpack and press play, it will try to open then window the launcher the launcher pops right back up. I Thought it was a java problem because I didn't install java at the time, I installed java tried to play and it did the same thing keep in mind it does this with all the modpacks. I tried looking up a solution but haven't found one. please help me solve this issue. Thanks

This isn't where this goes - there's a whole section of the board dedicated to launcher and pack errors.  Please post there, with logs.
