You hold it in your hand with your jet in your inventory or on your back, and right click the tank of fuel. Although I can't find it in Technic, I know it was in Tekkit last time I played it. Not sure what mod it's from. To craft: Place in top row of crafting table in this order: waterproof wooden pipe/ rubber/ stick EDIT: It is from the mod Power Converters, now maintained by TehKrush. And if you follow the link above, TehKrush specifically says, in bold no less, that it doesn't yet work with BC 3.X.X. They must not have updated the list.
