How to properly publish new updates of modpack?

doesnt matter, when you change the link all new players will download via that link. When you change the version all people will be asked to download via the link that is currently specified

Cool, but sometimes it doesn't work, why? And only after about 15 minutes and updating the same link several times it starts downloading new version zip correctly with updating everything.
