Tekkit Lite doesn't have permissions to use Optifine(No modpack does), so Optifine will not be in any modpacks at all in future.

Yeah, just make sure you have the right version and put it in the modpack.jar.

No, but he/she has never allowed it (afaik) to be in a modpack, and with Kaker & Co's decision to ditch mods without permissions, Optifine is out.

And apparently, Optifine can fuck up some specific computers, even though it improves the performance of others, which is the reason the creator refused to let it be added to packs.

And that's why Kaker & Co made it clear that if you have issues, you can just go and install Smooth or another version over it and it should fix itself. But we all know how that ends up.

You can now easily add it yourself using the launchers new zip loader. Check the front page for news on that.
