It's not removed, it's merged with the SMP version because it's easier to maintain 1 mod instead of 2 and it works for SSP (which Technic was) and SMP

You can add Optifine your self. You can download and read the instructions here:

Due to optifine's anti modpack license and the fact that different people need different versions of it for best preformance it will most likely never be in technic/tekkit again. How ever it is very easy to manually install as basically a drag and drop install so their is no real point in complaining.

Found this thread that talks about whether it'll work to just install it on your launcher. Should work just fine.
