I recently downloaded the Technic.exe and when I try to open it I get an error that basically says : Illegal Characters and then lists a bunch of computer jargon. I don't know if I need to install it, or use the other files, but I could use some help.

Two things. Good thing Technic.EXE isn't what we discuss here on technicforums! You must mean Technic Launcher Updater?

Second. Can you copy and paste the text displayed? I speak Computer Jargon. It comes from the mythical land called JAVALORIUM.

See the end of this message for details on invoking

just-in-time (JIT) debugging instead of this dialog box.

************** JIT Debugging **************

To enable just-in-time (JIT) debugging, the .config file for this

application or computer (machine.config) must have the

jitDebugging value set in the system.windows.forms section.

The application must also be compiled with debugging

enabled.

For example:

<configuration>

<system.windows.forms jitDebugging="true" />

</configuration>

When JIT debugging is enabled, any unhandled exception

will be sent to the JIT debugger registered on the computer

rather than be handled by this dialog box.

Ok. So basically, I'm on a Windows Vista. I run Java 32-bit. I have Norton Anti-Virus. I have made Technic Launcher an exception. I have updates my java, .net, and re-downloaded TechnicLauncher.exe about 4 times. When I run Technic, I will get an error saying "Unhandled exception has occurred in your application." Then it asks it I want to continue. If I continue The launcher will have a loading bar and say "Checking Launcher Version.." and stay like that for all of eternity.

You have to to use the .jar if you're running 32 bit, and you have to have 32 bit java. Also I cringe at your Norton. We can never be sure it's not the problem. Sometimes when you redownload the program, it thinks it's a new thing and your exception gets forgotten.
