They are created at whim, sometimes by what the team feels the community lacks (in Hexxit's case it was a good RPG modpack with friends) and in AotBt it was requested by Generikb to make a modpack filled with crazyness and weirdness. Moderators not only have the power to ban and distribute points, we also have the arcane mod section where we talk and discuss with the Red ones. If we don't know, chances are nobody else knows...
