First of all the jar isn't an operating system, the operating system is Windows 32bit/64bit, Mac(don't know what macs system is), and Linux. There's no way you don't have a .techniclauncher folder if you're using the Technic launcher, For Windows7 look in C:\Users\(UserName)\AppData\Roaming\ or open the start menu and in the search bar type %appdata% and open roaming. How did you install it, did you place the contents in Minecraft.jar/modpack.jar or did you place the zip in the texture packs folder. Lastly it's time for some uncalled for insults, god dammit how the hell do you fuck up installing a texture pack, i mean Jesus fucking Christ, are you that fucking incompetent?
