Tinker's and then advanced genetics -
Where are the energy cells? Test the power lines with a multimeter and make sure the line doesn't die out before getting to the energy cell. It acts a little similar to the way Redstone acts. Also try breaking and reattaching the power lines to the energy cells.

Does the fluiduct from the tank have a pneumatic servo installed with the Redstone disabled and red arrow pointing away from the tank -
Any type of jungle biome. Example I think I found mine in a rainforest biome.

20 blocks should be fine. Maybe try just attaching a request pipe right there near the chests and see if it works.

Just put all the routed interface pipes on the right side of the chests, no junction pipes are needed and it'll look much cleaner and not look so messy. Junction pipes are only needed when there is an intersection of regular pipes. Oh, and about the chips you don't need an extractor chip in the interface pipes that are attached to your storage chests, that will keep pulling items in and out of the chests as well (Chimney made that mistake with his)

Problems with Project Red Pipes

Do you have junction pipes in place at every intersection of regular pipes? -
This is the system I use for Essence berries and works great. Did nothing to the Autonomous Activator except for placing it down.

First question is do you have Liquid Xp being pumped into the Catalyzer to make it run? Second question, is it placed in a 13x13x13 area from where the mob deaths are occuring? Last question, if you're using a LiquidXp Collector with this setup as well and that's not collecting Xp it may be because there is a block blocking the path to the collector. The LiquidXp collector needs to be above ground and have a clear path to the Xp that the mob is dropping when killed, also in a 13x13x13 area. Hopefully this may help you.

Also, (Chimney's Mistake) Make sure you have no Extraction Chips attached to the pipes going into your storage chests.
