Well, as a bro-tip, I'd tell you it's far less laggy and more efficient to connect pneumatic tubes from the output of the block breakers to your chest. Also, if you use redstone pneumatic tubes, you only need to put the timer aside one tube, no need for redstone wiring at all.

Are you using a timer to activate the block breaker? Are there pneumatic pipes to send the broken block somewhere?

For you safety in the future, operating system is windows 7/xp etc, or mac or linux. Anyway, your problem is in the common problems and solutions thread.

If you asked me, I'd say that the fusion of the camp and zap upgrade is OP, so I'd say it's most likely a bug. Plus, this thread is most likely supposed to be up to date, since that's where you find the most recent version of the mod.

...Wut? Each Technic version works only on one MC version. For example, Technic 7.2 only works on MC 1.2.5, not MC 1.1. But the launcher is supposed to automatically download the good MC version according to the Technic version.

Version 1.1 of what? Hopefully not Technic. First, I'd say you should go in your roaming folder, back up your TP's and worlds and completely delete /techniclauncher/technicssp folder. Then, try reinstalling the version you want.
