Actually Installing the Technic Launcher?

I had the Technic Launcher a while back, and recently I got back into it, so I went to go download the new Launcher.  I deleted the other Technic and all of its files, and downloaded the new one.  After downloading, I tried to run it, and it showed me the confirmation screen that Windows shows for "potentially harmful programs."  I clicked "Run", and nothing happened.  I have tried enabling Java, restarting my computer, and most basic things that I could think of.  I am running Windows XP, and years back it worked perfectly.  Any tips?

make sure there aren't any security softwares - antivirus, firewall - that could block the launcher

try right-clicking and choose the "Run as Admin" option, if you are the admin on your PC
