Player Nametags not Showing up/Skins not showing up

So when i loaded up my server with a custom modpack provided by my friend when my friends joined player names and skins didn't show up. I am running a Kcauldron server.

Flans has a feature that disables nametags, this is probably the problem if you have flans on the server. Go into flan.cfg and fix it up. This also could be due to one of your plugins, or other mods, but its sure to be in configs somewhere.

I have looked through every config file that I have and could not find anything mentioning hiding skins or usernames. Am i missing something? b/c there is no flan.cfg file for me, it is flansmod.cfg and only contains a added crafting recipe for gunpowder.
