Technic Launcher wont download

Every time i try to download this game the downloader always gets stuck in this stage it doesnt go forwards i have waited for hours and reformated my computer twice i dont know what to do anymore please help

i cant open it the file fails to download

Well, that's the file it tries to download. You might want to check your Antivirus and download settings.

im pretty sure it wont download because of google chrome so if you dont mind can you please we transfer that file to me? my e-mail adress is kayisberke@gmail.com

i placed the file in to technic/assets/launcher but nothing changed
